I think it's an elevator cable pulley hanging loose... which makes me wonder how much "wind damage" may be hidden.
Hmmm, there are (2) photos that depict the 'tailwheel' and one of them looks like formed sheet metal to hold an axle for a wheel, rather than a pulley.
