No Alan, it is not just you.
I tried downloading it on Saturday on my new (two days old) iPad Pro 10.7. I kept getting the message “Safari cannot open the page because the network connection was lost.”
Next I tried downloading on my iMac. It would download, but when I tried to open it, I got this message:
"Adobe Acrobat Reader could not open '2017_Confab_NOTAM_Electronic_Edition.pdf' because it is either not a supported file type or because the file has been damaged (for example, it was sent as an email attachment and wasn't correctly decoded)."
I can run Windows XP on my iMac so I tried downloading the file with Windows. It worked perfectly.
Since I still have my 4 1/2 year old iPad Mini 1, I tried downloading to it. Worked perfectly.
Once I had it downloaded on another device, I could email it to myself and then it opened on both the iMac and the new iPad. Evidently, in this case older is better.
I can email you a copy if you want me to.
