I know that I'm very nieve, but is it possible that this guy is on the level? That this is his first international plane purchase and is hoping that YOU know how to process the paperwork? That is what the email says.
I'm not offering advice and should defer to the wisdom of the group . . . But I think that I'd proceed and simply make sure that all of the risk is his.
Start by asking him if he knows whether the US has extradition rights with Great Britian, Japan. and China? (Or would that sour the deal ???)
