What this is referring to as being "not an approved configuration" is that the TCDS does not list main wheel pants only (or just nose wheel pants)

I agree. But in the same vein, if the TCDS lists a certain light bulb number(s) for the landing light and you use one not listed (or not STC'ed) then "by the book" it's not an approved part. It's not possible for the FAA to list all the "non-approved" things, so they list only the "approved" ones.
