I agree. But in the same vein, if the TCDS lists a certain light bulb number(s) for the landing light and you use one not listed (or not STC'ed) then "by the book" it's not an approved part. It's not possible for the FAA to list all the "non-approved" things, so they list only the "approved" ones.
