I issued a number of Ferry permits. The restrictions are put on the permit at discretion of FAA. The only restriction I have had, and I have never been issued a ferry permit w/out it is daylight vfr only. I issued a ferry permit to go from Al to Iowa. That was a long flight with 2 fuel stops and no time limit was imposed other than a 10 day window to start and complete the flight.
