When they established Terminal Control Areas many, many moons ago a VOR was required equipment to operate within the TCA. But now that it's Class B, the regs say you only need one if you operate IFR in Class B.

I didn't see any other place where it says you NEED a VOR. I use a GPS so I have never used my VOR.
