Mark,, looks like someone did a rivet job on your eye brow panel,, Personnaly, for very little money I'd get a new one from plane plastics. So, to redo the eyebrow,, yes that panel does need to come off. I would suspect that, as you pull the eyebrow forward, the wires from the eye brow panel should have enough slack in them to come forward and hopefully, whoever did it put some quick connects on them. If it doesn't have the quick connects, make life easy for yourself, I'd snip the wires and add the connects. Once you've got the eyebrow off, the panel does need to come off to make a nice job. Looks like the rivets can be taken out and if your carefull you could re-use if you want to. I turffed mine and put on a new one. The leather is fairly easy to put on,, 3M Contact spray cement for fabric worked very well. I made sure that I pulled it quite tight. Looks more complicated then it is. Just make sure that the sewn line, lines up at the top,, makes for a very nice finish. You'll like it.
