Yes, that is the flap handle.

I was aware of the Hilstrum STC (SA4906NM), but that's the only example I have ever heard of (170 gear). I wonder if this is Bill Hilstrum's old bird? I believed this to be a "one-off" STC. Unique aircraft. smile
