I just have to ask myself, how does it make anything better by exacting a petty revenge like flooding someone's mailbox with spam??

He/she/it tried to scam me for $3,300! I'm normally never a vengeful person at all, but law-enforcement agencies are virtually powerless against these creeps, and they are still trying to scam others. Sending them spam and making them sort through their mail to find responses from potential victims is about the only way I can extract any kind of justice at all. It provides the sense that I've done "something, anything" against them, as infinitesimal and ineffective as it may be. If I'm lucky, they'll delete all of their mail without scrutiny and miss their next victim! That would be reward enough, although I'll never know the outcome.

Still, I can't entice others to join me in my personal vendeta, unless they want to!
