[ docs.google.com] (See "Other S-LSA Maintenance Requirements.)I haven't seen anything yet about before and after? I'll dig a little bit more. If you go to the RV-12 VAF Forum that I mentioned in my previous post, you'll see a sticky thread where people discuss modifications to their RV-12s.
I've been following progress of the RV-12 for the last 3 yrs. Like you, I was surprised that modifications can be made. Prior to certification, you have to build exactly per the plan, even having to buy the Garmin GPS from Vans although you might have one already. But after certification, everything is fair game to mods.

It does everything you could want from a reasonable cruise speeds to slow flight - STOL, fly with Doors off or on and has great visibility...a great all round package in my view Cheers

The RV-12 can be changed over from S-LSA to E-LSA. There is the clicker. For the RV-12, it's not a "change over". The builder builds it from a kit, so it's an E-LSA. A change over is when the owner bought an S-LSA (built by the manufacturer) then changes it to E-LSA so he can make mods to it.
