Yes the seller and I discussed that. I looked up the FAA reg's while we spoke, and before I could say anything he told me. They recently moved to Washington, close to the guy selling it and it has remained registered in Idaho.
Right now I'm trying to locate a mechanic in the area and see if I can drive out there this weekend. So far as papers all he said was "everything is documented since birth and no damage history". The seller has the papers, and I could hear him rifle through stuff to find them and read off the logs to me. I did not ask about the panel.
